V-Vehicle Company has submitted another round of invoices to the Taxpayers of Louisiana and to-date none of the money spent on the project has been with any Louisiana businesses.
Section 4.06, paragraph (F) of the Cooperative Endeavor Agreement (CEA) states that:
“To the extent allowed by law, the Company agrees to use reasonable commercial efforts to give preference to State manufacturers, suppliers, contractors, and subcontractors in connection with (1) the acquisition, improvement and equipping of the Facility and (2) purchasing material and supplies to support the Company’s operations at the Facility, provided such manufacturers, suppliers, contractors and subcontractors are competitive in price, quality and delivery; however, the Company retains ultimate discretion over such decisions.”
Lincoln Parish News Online is reliably informed that the contract for grass cutting and grounds maintenance for the site is with a Monroe-area business. As of this writing, we do not have back-up documentation proving that claim. The building and land are owned by Guideco Properties, LLC, a James Davison front company.
Invoice #003
Invoice #003 is for $491,740.26 and includes $252,000 to CKGP/PW & Associates, a Troy, MI engineering company; $25,000 to Android Industries, LLC, a mobile operating system owned by Google; $190,000 to Gray Construction, Inc., a Lexington, KY construction company; and $24,000 to OliverMcMillan, a San Diego architect/developer. Two of the companies – Gray and CKGP/PW – were listed on the first round of invoices submitted by V-Vehicle.
Invoice #004
Invoice #004 is for $177,281.25 and represents fees paid to the Louisiana Department of Environmental Quality for an air permit application processing fee.
LPNO has resubmitted our public records request and asked the Department of Economic Development to try and locate invoice #002. We will publish it as soon as we get a copy.
UPDATE: 7:35 am, 8/20/09 We received an email from DED late yesterday that said they had sent us all the invoices so far submitted by V-Vehicle. There is no invoice #002. LPNO will keep the public advised on how taxpayers’ money is spent.

There are laws and then there are LAWS….the laws that
I speak of are meant for little ole us’s who have to pay
the bills….LAW as they know it, can be bent, shaped to
fit, and never ever applies to the BIG DADDY’S OF OUR
SWEET LITTLE STATE.
It amuses / amazes me that we have been billed for
something that is still a figment of their imiagination, and
us little guys have yet to see what the hell they are planning
to build, someone said it will be vehicle for in city use only,
what a lot of money to make something that compares to
the scooter.

We would like to be on the bid list when CKGP/PW has the bid pacakes complete. How can we get on the list to help you all build this equipmnet?
