FEMA Grant Application Extension Approved

A Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) award that has been the subject of discussion at the Lincoln Parish Police Jury has had its deadline for applications extended to November 30, 2020.

Lincoln Parish News Online (LPNO) last week executed a public records request to the Governor’s Office Of Homeland Security and Emergency Preparedness (GHOSEP) for documents related to the $2.9 million award, and the extension request and approval were among the items we received.

The extension request was dated 8/17/20, the same date as the letter notifying the LPPJ of the award.

The extension was approved on 9/4/20, four days prior to the 9/8/2020 police jury meeting where the grant was discussed.

As of late yesterday afternoon, no project applications for this award have been received by GOHSEP, according to their office.

This extension was the second asked for and received.

On May 19, 2020, a 90-day extension was requested to “allow subapplicants the opportunity to complete their project subapplications which is an integral step in creating resilient communities through the Hazard Mitigation Grant Program (HMGP).”

Several other documents show that the grant award was in the works as early as June of 2019. Here are the documents:

June 26, 2019 – Policy and requirements
September 9, 2019 – Initial cost estimates
March 19, 2020 – Revised cost estimates

It is unclear to what degree local governmental entities – Lincoln Parish Police Jury, City of Ruston, Louisiana Tech, etc – were involved in the early stages of the process, or were in the loop when correspondence was exchanged.

      Wouldn’t those cost estimate documents indicate that plans had been submitted? Those were dated as far back as September 2019. I thought nobody knew about this until August 2020?

        You are so right!! The lack of factual information tells me that there is a big problem with this police jury! The new guns came in with the agenda of improvement!!! What a joke!

    Anonymous is correct! We now need all paper work submitted by Lincoln Parish!!! We need the resolution signed by the jury giving Kip Franklin the authority to apply. The jurors who supported giving the money to Ruston and Tech without understanding what was happening should be recalled. This jury is the biggest circus I have ever watched!

    It really does’t matter. The parish does not have the money for the matching funds. La Tech and Ruston do, so let them get the benefit which will benefit all of us anyway.

      It wasn’t just the jury. Let’s not forget the meeting the new parish administrator talked about that didn’t include members of the jury where he overstepped his position and signed it all away (or at least attempted to) before telling the jury about it. The jury just “ratified” his decision.

    Well, rumor has it the $3 million has evaporated anyway, so everyone ought to be satisfied. No one got any of it.
    It was not realistic to expect a small local government to have time to develop a project to spend the money, that met the federal guidelines anyway. As I understand it, this grant was NOT applied for by the Police Jury or any other local body; it was sent by FEMA to the state which decided to pass it along to the storm-affected area: Lincoln parish.
    Any time the Police Jury, Kip, or the city apply for a grant, they either have a need in mind for it, or have time to develop detailed plans for its use if it happens.

      Yeah. And the new juror’s claim to integrity has evaporated as well. The people will never trust them now.
