Clarification on Ruston Borrowing

We have some clarifications to make on yesterday’s story about Ruston’s upcoming $20 million bond offering.

The bonds will be secured by a portion of the revenue of the 3/4 cent sales tax approved by voters in 2016, and not the 1.75% restaurant/hotel tax enacted by the council last year.

Also, the proceeds from the borrowing are to be used for:

…paying the costs of any economic development project located within the District, as such costs are defined in La. R.S. 33:9038.36, including, without limitation, public works and infrastructure projects to promote economic development in the District;

The monies are not dedicated to Phase II of the Sports Complex. That project would likely require another bond issue.

So where’s the money for phase 2? What pays for that?

Another BOND issue?!?!?! This is almost laughable.

On Sunday the Ruston Leader reported – the ongoing PH 1 of the sports complex (MRF project) is funded through MRF sales tax but PH 2 is not part of MRF project. Proposed $20Mil bond issue is for PH 2 of the sports complex additions and would be funded by the new 1.75% sales tax on eateries, hotels. Nothing like confusion!

Not only is he an experienced “juggler”, Walker is the master of confusion!

Keep em confused and they won’t figure it out right ?

      • Anonymous Says:

Side note is the crime is increasing on south side near his magnified theme park.

Looks like city should put more emphasis on benefiting our Police and Fire than in what has developed into a big mud puddle. Both departments really need more and better equipment to keep them safe as they keep us safe day in and day out. What could they do with just a tenth of what they are spending on the sports complex?

          • Anonymous Says:

I think so too. The mud puddle is a joke and our city has crime increasing. Wake up Walker. Invest in your police department and things that matter more than sports. But we all know the city is deeply in debt due to his sports debacle so he has no money for police dept.

            • Anonymous Says:

Not so much sports complex but the cost. City has always had good programs and great parents seeing that programs are maintained. Why focus just on complex. Take care of our law enforcement and Fire too. It is a no-brainer!

              • Anonymous Says:

More law enforcement will need to be hired just to monitor that side of town eventually. Provided complex actually happens . Looking muddy doubtful.

I knew you’d show back up little lady, been missing you! 👋🏻

      • Anonymous Says:

I have balls and am sure not a lady.

        • Anonymous Says:

You been rehearsing that one 😂. Well I see you still can’t let go of your past with working for the city, so I hope you spewing nonsense helps you cope…..

          • Anonymous Says:

I can assure you I have never worked for the city. My birth certificate says male and I’m a long standing Lincoln parish retired resident. Been here since long before Walker married his first wife. I care about where my money goes in this parish.

Well maybe I stand corrected, but you’d be better served airing these complaints at the council meetings. I was there in support of the bond issuance tonight and didn’t see any opposition. You’re wasting your time belly aching on this forum where only a handful of people even see. Oh, and if you hear from my friend little lady, please tell her I said hi 👋🏻

              • Anonymous Says:

No idea who this little lady is you are talking about.

                • Anonymous Says:

She’s a bitter woman that got fired (or maybe a relative of hers got fired) and is spewing nonsense much like you are. Go to the council meetings and tell Walker in person what you think, you’ll sleep better at night

    • Anonymous Says:

But I still think you’re being clever little lady…..

  5. Anonymous Says:

There you go again trying to confuse the issues by changing the subject, blaming little lady when you know more monies should be going to the Police and Fire and other worthwhile projects!

    • Anonymous Says:

I’m not blaming you for anything, little lady. And the only thing that I’m confused about is why you choose this forum to vent about our mayor. At the end of every council meeting they call for public comments. Wouldn’t your voice about the police and fire fighters be heard more there instead of a website where only 5 or 6 people see these comments? Your bitterness is very telling….. just move on from the city and find a healthier way to express your obvious concerns for Ruston

      • Anonymous Says:

Are you implying the above was written by a little lady? It wasn’t. The one saying you keep blaming little lady? That was mine and I’m a 70 year old man. I was at the council meeting.

        • Anonymous Says:

Oh yeah, with the balls….I remember now. It doesn’t matter who you are, because what I said applies to you too. Next council meeting, voice your concerns in open forum. I’m sure mayor Walker will be glad to address anything you bring to the council…..we’ll maybe except your anatomy….

          • Anonymous Says:

Just buying time until next election so he’s out of there. Of course who will step up and take over a city strapped with debt.

            • Anonymous Says:

Walker will win re-election in a landslide, no one will run against him…..unless you’re thinking about tossing your hat in the ring. And that little lady could run as your co mayor 😂

    • Anonymous Says:

Cmon little lady, where you at? I know it has to be killing you to not to be chiming in, unless you’re pretending to be this 70 year old man 👋🏻

      • Anonymous Says:

The “ lady “ you keep mentioning that was fired and the one that retired are both certainly not “ little “

        • Anonymous Says:

That was tacky by anyone’s standards.

        • Anonymous Says:

Funny, I never knew of anyone retiring…I just assumed you or someone close got fired. You done told on yourself LL…..

        • Anonymous Says:

So did you retire because someone you know got fired? Dang, that’s a true blue friend! Or was it a relative? Hmmm……
And I’m not sure what you mean by not being little..

Please take my advice and fight for justice at the council meetings and not here where only 4 people see. I’m pulling for you LL!
