License Plate Spycams for Louisiana LE if Bill Passes

Big Brother will get a new set of eyes to watch you if Senate Bill 54 becomes law. It will authorize special cameras on law enforcement vehicles to photograph and record the license plate number of every vehicle it passes while on patrol. The data, the bill claims, would be used to spot uninsured motorists.

According to a Tyler Bridges news story in The (Baton Rouge) Advocate, SB 54 has passed the Louisiana Senate and is up for debate in the House.

A bill moving through the state Legislature with little opposition or public scrutiny is being sold as a way to both catch criminals and crack down on uninsured motorists in Louisiana.

Senate Bill 54 would authorize the installation of special cameras in law enforcement vehicles that would automatically scan license plates of passing cars and match them to a state database to catch offenders — much in the same way that New Orleans’ controversial traffic cameras issue fines to speeders and red-light runners.

Nine parishes have signed up for the program thus far: Calcasieu, Allen, Bossier, Plaquemines, Lincoln, Terrebonne, Avoyelles, Iberville and Ascension.

Here’s how the program would work: cameras in the nine parishes, and any others that sign on, would automatically scan license plates of passing vehicles, run the plates through the state database and then match those that belong to uninsured motorists. A parish law enforcement officer would then review the list of violators and determine which ones to forward to the local district attorney, who would decide which ones should receive citation notices.

The downside to such expanded surveillance is that a database of every driver would be created that would allow Big Brother to know where you were, what time you were there, and in what direction you were headed. Continued compilation of the data would soon be sufficient to plot and predict a person’s location on any given date and time.

    There was a time when this country was governed by a document known as the Constitution. This Constitution was drafted by the Founders to maximize personal liberty tempered by personal responsibility. Included in this Constitution were ten amendments known as the Bill of Rights. This Bill of Rights explicitly defined the rights of citizens and expressly limited the power of the new federal government created by the Constitution. For example, the Fourth Amendment guaranteed citizens protection from unreasonable search and seizure. That meant that government agents could not stop citizens on a whim and search them for evidence of a crime without a warrant or probable cause.

    Progressives and technology have since rendered the Constitution a relic of the past. Progressives incrementally chipped away at constitutional rights and freedoms through the courts until no protections remain any longer. Unelected government bureaucrats have employed sophisticated technology to spy on our every move to the point where they can predict our movements with great accuracy. These bureaucrats hack into our computers, eavesdrop on our cell phones, collect our personal data, track our movements, all while failing to protect our personal information from foreign hackers and claiming that this is all for our safety. Anybody else out there feeling any safer with the government spying on us? I damn sure don’t!

    Now the police are employing the latest spy cams to record our license plates to better track our movements and crack down on uninsured motorists. All of this reminds me of the evil empire in the Star Wars movies tightening their grip on everything to catch the Rebel Forces. How about admitting that mandatory car insurance jacked up the rates so high that it made car insurance unaffordable to a majority of motorists who must have a way to work so they can eek out a living in this miserable state? No, can’t have our unfailable politicians admitting a mistake now, can we? So we get spy cams and tracking databases in direct violation of the Fourth Amendment instead! You feeling any safer or just a little more disgusted at having “the man” intrude a little further into your personal space?

    Oh, while I’m thinking of it, which company is bribing officials to adopt this intrusion into our lives akin to the Redflex scandal that saw politicians from New Orleans go to prison for accepting bribes? Instead of being all about safety, the traffic cams turned out to be all about bribery and raising revenue! Sounds like these new police cams are all about raising revenue also. Whenever politicians trot out the tired old line about some new program being about public safety, you can be damn sure it’s really all about raising revenue!

    So much for the Constitution and the Fourth Amendment!

    Does anyone else see the big loophole here? Is the real purpose for the cameras to find uninsured motorist? Apparently not!
    When some violators are found, then why have the parish law enforcement officer REVIEW the list of violators? Why would parish official have the authority to CHOOSE which violator’s names to send to the DA? Aren’t all supposed to be treated the same under the law? From that pared down list of violators, then the DA would DECIDE which ones should receive citation notices! Oh, the buddy system in our “protectors” hands. If you are a buddy of the enforces, it appears your name can be dropped from a violators list.

    This is a crazy law and someone needs to ask the Sheriff Mike Stone why as the head of the Louisiana Sheriffs Association he is pushing for this. I don’t think it’s the DA’s office who signed us up for this.

    Also Cowboy you say it’s the Mandatory car insurance that has driven the cost up and that is incorrect. We live in a State that consistently ranks(top 5)as one of the worst driving places in America. http://www.carinsurancecomparison.com/which-states-have-the-worst-drivers/

    The other issue is we live in a State that is badly in need of some tort reform. If you are envolved in a accident in LA you are more likely to sue or be sued than almost anywhere in the country.

      I stand by my assertion. Mandatory car insurance has driven up the cost of car insurance because motorists are forced to buy insurance. The insurance companies know this and raise the rates because the normal market forces of supply and demand have been distorted by government intervention.

      I well remember rates going up after mandatory car insurance was passed back in 1984 to force that 10% of uninsured motorists to buy insurance. No matter how well crafted the legislation, there will always be about 10% of the populace that either refuses or can’t afford car insurance. The result of mandatory car insurance has been a dramatic increase of uninsured motorists. I believe the current rate is somewhere between 30 to 40 per cent if the insurance agents trying to sell you uninsured motorist coverage are to be believed.

      I’ve lived in states comparable to Louisiana in population size and socioeconomic factors which did not have mandatory car insurance and the rates were less than half what Louisiana rates were at the time. I even saw a spokesman from State Farm admit on Channel 8 news that State Farm believed the mandatory auto insurance model was not right for Louisiana. State Farm actually opposes compulsory auto insurance because it forces the poor to choose between groceries and insurance. Louisiana is fourth behind Michigan, Montana, and New Jersey for the highest car insurance rates in the country.

      Is it a good idea to have car insurance? Absolutely! But, the market forces of supply and demand should be allowed to properly set the cost of that insurance without the distortion of government interference.
