Lincoln Parish Police Jury Tuesday Night

The Lincoln Parish Police Jury (LPPJ) and its committees will meet Tuesday, October 12 on the third floor of the parish court house. Committee meetings begin at 4:00 PM.

Here is the agenda.

Solid Waste Committee – 4:00 PM

Up for consideration will be the hauling contract for the parish’s solid waste – the present contractor, Jackie White, Inc. has competition from Lincoln Concrete and Waste Connections, Inc.

Look for a good bit of debate on this one. Ricky White has had the contract since 1993 and can claim “local company” status. The tax money stays at home and all that.

However WCI’s bid is almost $300 thousand/year cheaper (about 20%) and the company has several letters of recommendation from other public bodies who have used the company and said they do good work.

And that’s a lot of money to pay just because someone’s a “good ole boy.”

Finance Committee – 4:30 PM

This committee will consider money requests from agencies who depend upon the police jury in part for their funding.

A total increase of about $105 thousand (23%) from about half the agencies is being requested. The other half are not asking for any more money than last year.

Insurance Committee – 5:30 PM

The Lincoln Agency, CCMSI and Meritain Health will present proposals for general liability, group health and dental insurance.

CCMSI’s standard plan ($1500 deductible) premiums will increase about 12% ($715 thousand to $800 thousand), while the managed care option will increase about 3% ($653 thousand to $673 thousand). About half the parish’s 128 employees are in each plan.

Meritain Health’s dental plan will increase from about $53 thousand/year to about $56 thousand.

Public Works Committee – 6:30 PM

This committee will consider a proposal from Saber Engineering Services, LLC to develop a pavement management system for the roads that are included in the capital improvement program for Lincoln Parish.

Last spring, Saber taught a civil engineering class that gathered data on the parish’s roads.

Full Jury – 7:00 PM

The full jury will make an appointment to a waterworks district, spend $100 thousand to replace an air conditioning unit for the Lincoln Parish Detention Center and authorize bid advertisement for fuel and road paving materials.

We should note the yearly total dollar costs for waste hauling are based on 2009 tonnage figures, which may vary in the future.
