V-Vehicle not on OPPJ’s Agenda

At tonight’s Ouachita Parish Police Jury meeting (5:30 pm, Ouachita Parish Court House, second floor), the agenda does not have listed one of the most controversial of their recent issues – the V-Vehicle project. March 1 was the deadline agreed to by all parties last June when they signed the Cooperative Endeavor Agreement to begin the project to construct a car assembly facility at the old GM Guide plant in Monroe. The building and property are owned by Guideco Properties, LLC, a front company for Ruston businessman James Davison. The facility is now under lease to the company at an undetermined price.

Contrast this with the alacrity at which the jury last year passed a resolution to put the issue on the ballot and last week passed a resolution to spend the money. In both cases, special meetings were called.

Last July the OPPJ passed a resolution that said tax monies collected to pay the local portion of taxpayer-funded gifts to the company would be refunded if the company failed to meet stated financial objectives. See the LPNO story here and The Ouachita Citizen story here.

OPPJ’s President and District E Juror Shane Smiley has been leading the negotiating effort on behalf of the body. Sources have told LPNO that some of the other jurors are not completely in agreement with Smiley’s negotiating style. He barely survived a challenge for re-election as President this year.
