The Personnel Committee of the Lincoln Parish Police Jury Friday morning recommended Assistant Parish Administrator and Purchasing Agent Courtney Hall to be Interim Administrator after the now-serving Administrator Dennis Woodward leaves at the end of this month. Woodward was hired as Parish Engineer/Public Works Director for Rapides Parish, effective November 1. The full Jury must vote on the recommendation before it becomes effective.
Much of the discussion centered on pay schedules – Woodward’s pay is about $89 thousand per year, while Hall now makes about $59 thousand per year. The committee voted to set Hall’s pay during the interim at $74 thousand.
Discussion also centered on the job descriptions for the future permanent hire. The existing description for Parish Administrator/Engineer will be studied and compared to what other Parishes require and likely be modified. Some of the discussion was whether the administrator need to be a Professional Engineer. A motion was passed deleting that requirement, but likely that issue will be debated again when the committee meets again to consider the modifications.
There was no discussion on the job description for Assistant Parish Administrator.
There was also discussion about whether to limit the time frame for the interim appointment. District Twelve Juror R. D. “Mickey” Mays made a motion to limit the term to ninety days, but it died for lack of a second. The committee then voted to keep the interim appointment in force until a permanent replacement is hired.
The Personnel Committee will meet again Thursday, October 22, 2009 at 5:00 pm at the Court House to consider the changes to the job description. The full jury will meet at 6:00 pm to act on the committee’s recommendations. At 4:00 pm there will be a reception honoring Dennis Woodward in the Jury meeting room.
