After a problematic series of transactions to buy property from the Town of Jonesboro several years ago, the Greater North Louisiana Community Development Corporation (GNLCDC) now wants to sell that 4.25 acre piece of land. And since the land was purchased from the town, GNLCDC Chairman Herbert Simmons, Jr. said, he felt the town should have the first opportunity to buy it back.
Simmons’ offer came during last night’s meeting of the town’s Board of Aldermen.
Said Simmons, “At this point in time, We do not plan to develop that property.” He added, “Since the property came from the town, that we would offer the town the first right of refusal to purchase the property.”
Simmons went on to say, “That land deal left a terrible, terrible, terrible taste in my mouth, because I was accused of having some kind of collusion with the mayor when that happened. That really did a lot to me, in terms of what we tried to do for this town, to help build Jonesboro.”
The property transaction between the town and GNLCDC had been problematic over a period of nearly two years, even becoming the subject of a criminal probe by the Jackson Parish Sheriff’s Office (JPSO). The purchase was finalized in late 2011.
The council voted unanimously to have the property appraised, subject to the approval of the town’s Fiscal Administrator Ken Folden.
Earlier, during the public comments part of the meeting, several residents expressed concern with drainage problems during the recent heavy rains. Most problems appeared to be with stopped culverts and ditches that needed cleaning.
Notable with her comments was recently returned Jonesboro native Vicki Riddle Duke, who expressed concern about the physical appearance of the town.
Asked Duke, “Did we just give up? Do we just don’t care?” She added, “We have to work together, and that seems to be something that a lot of people aren’t wiling to do.”
In other business, the council discussed nuisance abatement, with Police Chief Wes Horton saying that notification letters had gone out to property owners. Horton said that none of the owners had requested a hearing.
After that time period, Horton said, the town can take action to “abate” the nuisance. Those costs would be added to the taxes owed by the owner.
Also discussed was the advisability of adding additional signatories to one of the town’s checking accounts. Folden said that he didn’t think that necessary, as he and Mayor Pro Tem Devin Flowers were already authorized signatories.

Interesting term Dr. Simmons (the Dr. is for a law degree) used “…offer the town the first right of refusal to purchase the property…”
Right of first refusal (ROFR or RFR) is a contractual right that gives its holder the option to enter a business transaction with the owner of something, according to specified terms, before the owner is entitled to enter into that transaction with a third party. In brief, the right of first refusal is similar in concept to a call option.
Wonder if Dr. Simmons is saying the TOJ has a ROFR from the purchase document in place OR if he is just being kind and offering TOJ the opportunity to purchase the property back?
Town has all ready spent that money…sorry …perhaps there is another person who can get a government grant to purchase it from you.

If the town does buy it back it should be a greatly reduced price, not anywhere near the appraised value. TOJ is not in a position to pay appraisal price for that property.
Let Herb find another investor to buy the property. Isn’t he in the “development” business. With his contacts he should have no problem finding a business to come in and snatch up that “good” deal.

B. S., I am a taxpayer in Jonesboro and Jackson Parish and that is what peaks my interest in the happenings in Jonesboro. At the moment there are four good stories that are not being reported on by anyone: simmons docket caper, councilman being arrested and that same councilman had a rape occur at his residence; the rape; and mr. simmons attempting to sell land back to the town (and who knows where the money will go: I would watch his pockets!) Then there is a election for mayor coming up and it’s looking like a close associate of the former mayor is wanting the job, as does a super duper car washer. Then there is the guy from one of your funeral homes (he ought to know how to bury the town), and a current council woman,. Now B. S. (Billy Stringer?), what have I said that’s not worth saying? Where I live (Terrell Hills) is well protected by our police force (you know, that thing that Jonesboro doesn’t have). Now I imagine (as any intelligent person would) there are illegals all over San Antonio but on a per capita basis, I would imagine that Jonesboro has more. I don’t consider myself hateful to anyone that matters. I have been called a liar but when I ask for proof, I get no response. Two other low lifes have accused me of having sex with my granddaughter and I come back to them with the harshest language that I can and I don’t give a rat’s rectal region what people think of my responses. Enforcement agents were there to protect the contractor hired to remove the cattle. There were death threats and some bad people there. Even Glynn Beck has acknowledged this. Sad to ask, but how long do you think the state park would last without a man with a gun to control things. All people just won`t do right. One of our forefathers said there would be no need for government if all men were angels. The argument that the feds own too much land and could turn some over to states or private enterprise could be made. However, as of now the federal government owns this land. I would be mad just like bundy if it were me. However that would be tough titty because I don`t own the land. I`m sure all courts have flaws, but handle these matters in the same courts as the Simmons caper? you have to be kidding. I have never said that Obama was the greatest president ever, but he is certainly not the worst. Have you ever heard of Franklin Pierce or Herbert Hoover? Assessments of how a president performed should await the passage of time so that all pertinent information about his actions can be considered in context. During my 20-years of military service (which from what I understand you were able to avoid) I fought for the greatest document the world has ever known – THE UNITED STATES CONSTITUTION. Hey SFB, Timothy Horrigan is a STATE REPRESENTATIVE in New Hampshire. New Hampshire has two representatives that serve in Washington, DC – CAROL SHEA-PORTER and ANN KUSTER (both are democrats). Horrigan has sponsored 8 bills and one comment in the NH house this year and not one of them has a thing to do with the food stamps. The one comment that he made was about the first senator elected from NH after the passage of the 17th Amendment to our Constitution (Constution as you like to spell it). As always you have trouble with facts. Must have gotten that information from fixed news or more probably just pulled it out of your ass (arse as you so politely say).

Assface, one normally waits for the political convention to see what type of platform the put together before announcing support for one candidate or another. Both conventions are yet to come so one does not know exactly what will or will not be on the platform. For the repugnicants, however, one knows what they stand for (do away with the affordable care act, cut entitlements, do away with several departments of the federal government (education and the epa for example), oppose equal pay for men and women, anti LBGT,
oppose immigration reform, expand the military, oppose a minimum wage, just to name a few. That’s enough to turn one’s stomach and direct them toward a forward thinking party and my vote will be democratic and hopefully for Hillary Clinton. The repubnicant choices are simply barnyard fecal matter – Mark Rubio, Ted Cruz, Chris Christie, Jeb Bush, Rand Paul, and that idiot Scott from Wisconsin. Tea Bagging turds favor Rand Paul and I would imagine that would be your choice.

Wednesday, 21st of May has arrived and we anxiously await the arrival of Chris Smith’s little newspaper the Jackson Independent. The question is, will he allow to be printed anything about the issues affecting Jonesboro or will it be a large dose of Doc Jefferies and his belief that he is a newspaper person with something to tell. Maybe it will be his wife, Betty and her barely understandable dribble. Of course the tea baggers will a an article by Blanche Shows (nee Bishop) and she attempts to convince the readers that she knows something about state, national, and world events. Of course, there won’t be anything negative about anyone and certainly we will not learn an iota more about the missing docket, the land deal with simmons, the rape investigation, or the arrested councilman. Why bother the citizens with news they deserved. The Jackson Independent if fast becoming irrelevant and my guess is that it will soon vanish into oblivion where it belongs. I started to subscribe but was convinced that Charmin was a better investment.
