The council did not approve the start of construction. They approved a variance of the property’s zoning to include the operation of a school.
While the State Fire Marshal gave a quick rubber stamp to the plans for a 12,000 square foot classroom building near the rear of the property, an individual working for the International Building Code to which the State and City of Ruston subscribe, found significant problems which must be corrected even before a building permit can be issued by the City.
And by the way, I think you were actually quoting Jim Hays, not Jim Hall, who was the staff member presenting the variance proposal to the council.

Stop being crooked, Ruston. if I were trying to open a Whataburger, you’d ride me for every jot and tittle until I was completely bankrupt before I had a building perfect enough to pass inspection.
