Lincoln Parish District Attorney Bob Levy lives in Baton Rouge and spends most of his time on Board of Regents issues. The Lincoln Parish Detention Center remains perpetually full of defendants awaiting trial. Most of these offenders are petty criminals who can’t afford to make bail and languish in the DC at taxpayer expense until the DA’s office gets around to trying them. Levy is not around to actually administer the office he holds, and there appears to be no mechanism in place to speed cases to trial. It would seem that an enterprising defense attorney could sue the DA’s office for denial of civil rights due to failure to provide a speedy trial, but as these are indigent offenders relying upon court-appointed attorneys from the office of the public defender, I doubt any of them are going to put much effort into a defense anyway. Meanwhile, we taxpayers foot the bill for petty criminals to languish in the DC until the DA’s office gets motivated to prepare a case, all while having to hear how the DC needs to be expanded at taxpayer expense because it is so full of criminals. We would be much better off releasing these petty criminals on their own recognizance with a GPS ankle bracelet tracking system at significantly less taxpayer expense. Lincoln Parish has an extremely low crime rate that does not justify the massive expense in expanded law enforcement and jail facilities that Mike Stone is seeking. The stakeholders in this (Levy at the DA’s office, Stone at the Sheriff’s office) are seeking to expand their empires at taxpayer expense and are working cooperatively towards this goal. However, after much grumbling about Stone’s new tax, only 18% of the electorate bothered to vote. If you’re tired of higher taxes, you’re going to have to show up and vote against them or quit your bellyaching!
