Sheriff Stone’s Side of the Story

This morning, a press release from Lincoln Parish Sheriff Mike Stone.

Sheriff Mike Stone is asking for the public’s support to help keep our community safe and preserve the quality of life in Lincoln Parish by voting yes on two tax measures in a special election set for April 21, 2012.

The first measure is a renewal of the 7.83 mill property tax currently in effect in Lincoln Parish. This tax presently funds 40 percent of the Sheriff’s Office’s operating budget. Renewal of this millage will cause no changes to taxpayers, as they will continue to pay the same rate as they have for the past 20 years.

The second measure will be for a ¼ cent sales tax, which will help offset the increased expenses incurred by the department in recent years and provide for the future funding needs of the Sheriff’s Office.

“We have been hit hard by increased expenses over the last few years,” Stone said. “As everybody knows, the price of gasoline has almost doubled from the end of 2009 to now and insurance costs have gone through the roof. The cost of training and outfitting our personnel has also increased significantly.”

Meanwhile, while costs have increased, the services provided to the public have also jumped dramatically. Stone pointed to the fact that calls for service to his department have increased from 11,857 in 2000 to 18,171 in 2008 and are projected to rise to 20,400 in 2012.

He said that the department’s expenses have more than doubled, from $2,594,305 in 2000 to a projected $6,795,631 for 2012.

“We have put many cost-cutting measures in place recently to offset these added expenses,” Stone said. “From hiring, pay and training freezes, to reducing our technology budget, we have tried to run the most streamlined operation we can.”

Stone said that Lincoln Parish only has 1 deputy per 719 citizens, which is a much lower per capita rate when compared with other similarly-sized parishes in North Louisiana, such as Webster (1 per 284), Natchitoches (1 per 476), Morehouse (1 per 151), DeSoto (1 per 313), and Bienville (1 per 247).

“When we took office eight years ago, we promised several things,” Stone said. “More patrol and visibility on the street, adding an additional investigator, strengthening our drug interdiction (LPNET) and elderly protection (TRIAD) programs, putting an SRO officer in every school, improving litter abatement and animal control, and adding special patrol deputies (SCAT and CAP).

“We feel we’ve delivered on our promises and have been good stewards of the public’s money, and we ask for your trust that we will continue to do so.”

    Notice how Stone’s craftily worded statement leaves out all mention that one of those taxes is in perpetuity.

    Are Lincoln Parish voters really dumb enough to fall for this scam?

    Some of those parishes listed have more deputies per capita because they have personnel running the jail and thus are counted towards the total. LPSO does not run a jail so that cuts the number of required deputies. How many positions have been added in recent years to account for the “increased expenses?” To the Sheriff’s credit, however, LPSO has become the most professional, progressive law enforcement agency in the parish, taking that title long held by Ruston PD.

    The Morning Paper wasn’t favored with a copy of the Sheriff’s press release. There is no way he can justify his half cent sales tax unless he convinces voters his expanding realm is somehow justified. Comparing LPSO to other area parishes is total BS. When you throw in the municipalities and the two universities police forces, Lincoln Parish has far more commissioned officers than the national average. And that even back 20+ years ago and even moreso today. But if you are gonna be a big chief you’ve gotta have lots of Indians and Mike certainly has built himself a sizeable tribe!

    I commented extensively on the sheriff’s tax hike in my blog article at http://tomroberson.wordpress.com/2012/01/14/stone-cold-tax-hike/. At a time when Americans are demanding all levels of government to downsize, Sheriff Stone is attempting to scale up his operation for no other reason than to have a larger empire. Lincoln Parish has more law enforcement than it needs or can afford. The parish fire district is trying to grow its operations and the School Board wants to build Ruston High a new football stadium while parish citizens are struggling to make ends meet during the worst economy since the Great Depression. It’s time for us citizens to say NO to taxes and finally downsize government! We never see them worry about losing their jobs!

    Sheriff Stone seems to ignore the fact that the very ones he is seeking more money from have also been hit with increasing gasoline prices, increased insurance cost and even more, like increased food cost, increased medical bills, and ever increasing taxes to keep ever escalating government growing. and on top of that , interest rates on savings for the purpose of trying to have a little nest egg for retirement is now less than 1%. Now is no time for increasing taxes.

    but, but, but: you just don’t understand; we NEED more money. The things we could do would be so nice, don’t you see?
    I’m only a taxpayer with visible means of support; i.e a job; but when I get to the end of my money, I have to stop, doesn”t matter how much I need it nor how nice it would be. I need a new F 150 Platinum Edition, but egad! No money!
    Government needs to learn the same thing.
    My votes will be NO, NO.
    Regain control of local government; vote no. When you cut the money off you have politicians’ full attention.

    I want to go on record as saying; ‘ I like and have always thought that Mike Stone is the right person for the position that he has been elected to right now.’. I want to give him the benefit of the doubt, I mean, come on! Who wins an elected position in this ‘hour’ with over 70% of the multiracial, multicultural society we live in today. (Hello, in the South!!!!)
    Plus the perceived character of the man that I think I know, which I approve of. All that being said…..
    I have to say more tax is not the answer. (Read: No! More Mammon!)
    Unless Mike is thinking along these lines: Luk 16:9 And I say unto you, Make to yourselves friends by means of the mammon of unrighteousness; that, when it shall fail, they may receive you into the eternal tabernacles.

    Matter of fact, nothing we can conceive is the answer. Not in this hour.. Mike knows the Word. Isiah 55:7-8 and Proverbs 14:12.
    By the way, friends of Mike and Mike, I am on you side.

    Sheriff Mike is a good guy, but that is not the issue. His office has $4.5 million in the bank, And I don’t think government ought to be taking money from taxpayers and saving it up. He is poor-mouthing, but there is absolutely np justification for it. The income from the millage has more than doubled since 2004, and the payroll is up almost 50% adjusted for inflation. There is just more sheriff than the parish can afford.
