Chief Horton: “I’ll not put him on the schedule”

Despite a 3 to 1 vote by the Town of Jonesboro’s Board of Aldermen to not uphold Jonesboro Police Department (JPD) Chief Wesley Horton’s recommendation of termination for Patrolman Hezekiah Perry, Horton said he would not schedule Perry for work, nor would he pay him from his JPD Budget.

Horton said, “I won’t put him to work unless there’s a court order telling me to do so.”

Voting no on the motion was District B’s Renee Stringer. Voting to undercut the chief were Alderman-at-Large LaStevic Cottonham, District C’s Charla Melton, and District D’s Devin Flowers.

District A’s Sam Lamkin was absent.

Earlier this week, the town’s controversial mayor Leslie Thompson inquired to town attorney Douglas Stokes on the following three points:

1) Does the Lawrason Act compel an elected Police Chief of a municipality to submit his recommendation for hire and fire to the Board of Aldermen?
2) When the Board disagrees with the elected Police Chiefs recommendation to terminate an employee, what enforcement rights does the Board have to enforce that decision?
3) If the spirit of the Council’s recommendation is not adhered to, then does that potential open the Town to a lawsuit by the employee who believes that he should be allowed to return to work as directed by the Council?

Stoke replied that yes, the board must approve hiring and firing, but that the chief still had the authority to run his department as he sees fit, and to suspend officers if the situation warrants.

    Wow….Chief Horton stood up to the Mayor. Maybe that courtship is coming to an end.

    Thank you Chief Horton for doing the right thing and not be pushed around by these soldiers of Satan! What’s next, trying to hire illegal aliens on the police department. Show me your green card!!! This tells me exactly how the Mayor and his 3 little robots feel about the safety and well being of our citizens. They do not care about the town or it’s people. Chief Horton does care about his department and our safety and chooses to hire the best man or woman for the job.

      That is a little extreme, there are and have been some that were just as bad but never came to the surface like this one. He has finally taken a stand against the King, guess his constant threat of tapes made by the thug brigade has finally worn off.

    What is Maxine Monroe’s opinion on this matter?

    She is an elected police jury member for Jackson Parish as well
    as a employee of Chief Horton’s….a 26 year employee.

    It would be interesting to hear her take.

    It is very much needed for Wesley Horton to stand his ground.

    So think Devin, LeStevic, Charla, Leslie & David will take the matter to court???? DA Stewart got an opinion on the matter????

    It is for Mr. Perry to take to court. He is a dumbass who might win and then fail the academy again. If the council forces the chief to take him back the liability falls on them. But what do they have to worry about. They have nothing to loose. Stay firm Chief Horton.

    Rev. David J. Dill has removed the tape of Friday’s meeting.

    Must have had something that did not look good to Leslie.

    I saw it on Sat. night. Leslie had on a yellow /black warm up jacket …striped like a tiger at the shoulders.

    Interesting he removed the tape but oh well, the audio will be posted soon and he can not stop that from happening.

    Wesley Horton sounds like he is not going to put Mr. Perry on the schedule.

    He quotes the employee manual and insubordination is grounds for firing.

    It is funny when Devin volunteers that he has been subordinate on his jobs and never been fired. His pride sure comes is heard as well as his angry personality….first comes pride, then comes the fall.

    Wesley does not tell who it is that had the hook up for Mr. Perry to be hired. Mr. Perry’s supporters need to pool their money and get him an automobile….and pay his insurance.

    Maybe he really does not have a drivers license???? Or he can not write…he could not give a copy of his drivers license and complete the form and that was the root of this problem. He whines that it is he could not get to Monroe to get is diploma from Carrol High cause he has no reliable transportation. Perry also claims he went to Grambling on a football scholarship….must not have finished or else why living in Jonesboro with no car????

    It is refreshing to hear Chief Horton admit he made a mistake in hiring Mr. Perry.

    It was comical to hear Charla ask Horton if he should be fired after his mistake….cause Mr. Perry just made one mistake and he did not get another chance. She obviously has no clue about being able to follow commands when on a police force.

    The jokes keep on coming out of Jonesboro……it feels like a surreal, long playing movie that needs to end….movie based a bad Saturday Night Live.

      I do not know of one….LeStevic maybe the connection to Perry….and remember, he was the mayor pro tem last year….maybe he used his power with Wesley Horton to get Perry the job

        Devine is the person who ask added to the agenda (prior to the meeting starting) a few months ago “Police Department” and questioned Horton about how shifts are assigned.

        At that meeting, Attorney Stokes said that Chief runs his department….period.

        So, maybe both Devine and LeStevic are wanting Perry on the payroll…..and it sure sounds like Charla does as well.

        Listen to these three discuss the matter….it is laughable.

        And we have Leslie, who is clever enough, to put it back on them….”if the aldermen…blah, blah, blah”.

        You do not know anything about Mr. Perry….it was never said he did not have or could not get a drivers license.

        He just said he did not have transportation.

        He just made a mistake, a little mistake, of not providing his drivers license, copy of diploma & completing the form needed for cop school.

        Surely, top cop Horton’s staff made sure he had a driver’s license before hiring him…..really odd they did not all ready have a copy of it…..I am not a cop and do not drive a company car but I had to provide a copy of my driver’s license upon being hired.

        OOPS…a mistake in the hiring process

    Chief Wesley Horton, the citizens are behind you 100 %.

    First, I realize that this whole thing is not simply about who can hire and fire policemen.

    Do we as citizens want a person on the town police force who cannot follow orders from the chief? In a crisis situation, it could be your life or mine that is lost because someone could not follow the orders he was given! If you really wanted a job, you would furnish documents requested from the boss- and you would not have such a long period to do so.

    Fire Mr. Perry, Town Council! Let the Chief do his job of keeping responsible people employed to keep us safe! No where else do you refuse to follow orders of your boss and keep your job! Get Real!!!!!!!!!!!!

    Is all this for nothing, really? From what I hear about the budget constantly being cut that the police office is fixing to have to make cut backs. If Mr.Perry is the newest hire won’t he be the first to go anyway? or will the council and mayor try to over step that too and make horton start at the second to last lowest person hired?

    I could see him cutting the communications along with the last hired. The sheriff’s office could dispatch the police dept. like they did years ago. I hate to see these people lose thier jobs because of the council’s stupidity.
