Horton Stands Firm on Cop Firing

Saying that “I will not put him on schedule, I will not pay him out of my budget,” the Town of Jonesboro’s elected Chief of Police Wesley Horton yesterday refused to budge on his recommendation that Jonesboro Police Department (JPD) Patrolman Hezekiah Perry be terminated for insubordination because he refused to comply with a direct order from his supervisor.

“If y’all want to pay him, find another budget to pay him out of,” he said. “The Lawrason Act also says that I control my personnel, my equipment, my budget,” Horton added.

Horton’s comments came during a 45-minute special called meeting of the town’s Board of Aldermen to discuss the controversy. The issue had been deferred from Tuesday’s board meeting and was tabled again yesterday until the town’s legal counsel could be present.

Yesterday the discussion centered on the issue of insubordination and the proper remedy for it.

Horton quoted from an executive order that is contained in the town’s policy handbook that said the chief had authority to apply the rules contained therein. Horton stressed that rules for police officers had to be taken seriously and enforced strictly, since they can be involved in high-speed driving and armed confrontations.

The executive order had been signed by the town’s controversial mayor Leslie Thompson.

Also, as was the case Tuesday, there was some discussion about trying to enroll Perry into another Peace Officer Standards and Training (POST) class, but Horton said that the JPD used the North Delta Regional Training Academy in Monroe, and that he would not pay for any other training from his budget.

District B’s Renee Stringer offered a motion to uphold Horton’s recommendation, but the motion died for lack of a second.

    It boggles the mind that certain individuals cannot grasp what the law states. I guess if you have been successful in circumventing and thumbing your nose at the law for so long, those that follow in the footsteps of that one will not try to adhere much less understand nor grasp the ramifications of their actions. There are no excuses now, the “duh, I didn’t know that” common theme cannot continue on as the legacy of stupidity prevails. Let them learn the hard way and hard it will be.
    Congrats to the Chief for finally standing his ground, way overdue, but finally done. Good job!

    Glad you stood your ground. If the young man did not seem interested enough to get his own paperwork together so that he could attend academy, he should not be allowed to keep his job.

    He made excuses instead of getting up and taking action. “I did not go to school here” “He said I could not go to my own doctor”

    What is the real reason he wants to work for Jonesboro Police?

    What is the real reason Leslie, et al, want him working for Jonesboro Police?

    Besides everything, Louisiana is a hire at will and fire at will state!

    How would Wesley be able to manage any employee who thought they did not have to follow orders? Especially, one who thought he could run to Devin, LeStevic and Leslie at any time….Mr. Perry did not like his schedule and it took it to an Alderman???

    When folks are given what they want, when they want, they seem to forget about the right way to handle themselves.

    And again, Leslie needs “legal counsel” to take action. Why was Dougie not there? Let’s draw this matter out….Let’s have a rally for Mr. Perry’s rights!

        There is more to the story ….Mr. Perry may be a plant to try and bring trouble to the Jonesboro Police Department via Janice Simmons.

          Thanks Wesley for standing your ground to this Perry guy. I do not believe he has the aptitude to even to go law enforcement training. Probably could not pass. He certainly does not exhibit qualities that a good, honest law enforcement officer should be. So he needs to stop skirting around the issues.

      The King et al want to run the department. The King et al have been allowed to run roughshod and rampant over everyone and everything and they have finally hit a brick wall. Finally.

      But, as evidence has proven, the inability to run anything except his mouth as the town has now been shown to have no funds, no tax payments and the list goes on, that department if allowed to be run by the King et al will fall into the dump just like the town. So, let em have it and run it into the ground too. Then the King et al can have a matching pair of blown out shoes and worn out cars…..only thing they might have to borrow some money from Fannie or RINO Rodney to buy some cinder blocks to put the worn out vehicles on.

    THIS IS BEYOND BELIEF! Three meeting to discuss a man who refuses to provide such easy things.

    Mr. Perry only had to turn in his high school diploma and his drivers license and fill out a form. Nothing else….no doctor’s certification as he mentioned at the meeting on Tuesday.

    How many days does one need to provide these three things?

    Horton did not ask him for anything unreasonable. Perry, if he wanted a job, should have at least made an effort. He could have immediately completed the necessary form and provided a copy of his driver’s license. Then attempted to obtain a copy of his diploma.

    But no, he did nothing and whined to his hook ups!

    WHAT A JOKE!!! Glad to have to depend on Mr. Perry to protect me!

    Charla, come on, think about this ….why defend Mr. Perry’s lack of motivation to follow an order? Did you realize how lazy Mr. Perry sounds…..he just need to fill out a form and give two copies of documents.

      Maybe Alderman LeStevic told Mr. Perry he did not need to have his driver’s license on him…..at least not until you get caught, and miss your court date….then you get arrested and talk to a judge…oops!

      What a crying shame! Young Mr. Perry could not take the time to fill out a form for his own training and give a copy of his drivers license…while he looked for a copy of his diploma.

      Sounds to me like young Mr. Perry does not want to be told what to do…..maybe he needs to work for himself….then he does not have to follow anyone’s direct orders.

Kudos for Horton keeping a copy…….this is a big a moot point as the motion to quash the subpoenas from the Sheriff’s office. Stupidity gone to seed.     Alderman Attempts to Interfere with Police Chief’s Authority

    Another significant development last night was an apparent attempt by District D’s Devin Flowers to interfere with the authority and duties of Jonesboro’s Police Chief, Wes Horton.

    At the beginning of the meeting, Flowers had added to the agenda an item “police department.” When that item came up, Flowers questioned the shift assignment of one of Horton’s officers.

    Horton said that no patrol officer is specifically assigned any particular shift and assignments were made as requirements dictate.

    City Attorney Douglas Stokes backed up Horton’s authority.

    “The Chief of Police – he has the authority,” said Stokes.

    “It’s gonna cause him (the officer) a problem,” Flowers replied.

    DOES MR. PERRY STAY IN DISTRICT D? WHY CALL FLOWERS?

    WHAT IS THE PROBLEM IT IS GONNA CAUSE THE OFFICER?

    PROBLEM ON HIS JOB WITH MRS. SIMMONS/MRS. THOMPSON?

      Why should the TOJ require its officers to be POST certified when the Sheriffs Office has many gun carrying deputies on the job and are not POST certified. Louisiana Law demands all peace officers to be POST certified within one year. I dont think the Sheriff is exempt from the law either. Hats off to Chief Horton for trying to do the right thing. Even if the Sheriff dont.

        I find it quite humorous that every time something is said about the Jonesboro Police Department, that someone has to drag the Sheriff into the mix. It is obvious that He does such a great job that everyone uses he and his job performance as a measuring guide. Too bad some people will never ever meet his qualifications or goal of excellence for his department or his employees. If some people would try to use he and his department as a model, they too might find themselves with more respect from all parties involved.

Why did they get permission to stand in front of a court house that represents Americans not colors?       If you are a veteran as you stated, you would realize what the Constitution contains and what you were representing when and if you did serve in the American Armed Forces. Read the Constitution, you will find your answers there. They have the same rights as the group across the street and I do wonder if they had a permit too. Good question, how can one group be burdened with applying for a permit that specifies particulars and one group can occupy one area and then occupy another area, were there time limits and area limits on that permit, if there was a permit? One thing about Jackson Parish and Jonesboro, the law is applied according to who you are, who you know and what someone else knows on you. It has been this way for years and continues on until this day. The major thing about the so called demonstrations was and is the crux of the matter- a smoke screen to cover one person’s inability to function in the position he was elected to and the non courage of the man that has the power to prosecute the man elected to that position. All a smoke screen and cover up. One day the cover will come off and the raw naked truth is going to prevail and all the allies are going to answer to the actions they have taken and all the other actions that have not been taken. It is coming and it is coming swiftly.

But if this city does as you say and applies the law based on popularity or as you stated who you know, then my point is made and the Constitution is not the guiding power as I LEARNED it should be applied. As a prior veteran you should also realize that as military members we look at everyone equally and not with a who you know attitude. As for the Church group…that is their property and their right…based on the Constitution to stand united on their property….As you can stand on your property and pray or protest as you please without a permit….it is your property.                 Whether it is a true sidewalk or not, the fact is that little piece of concrete that lies in front of the church’s walls to the curb, is considered owned by the Town’s taxpayers. Thus, it does not belong to the church.

                Relate that info. to other businesses along the boulevard. That concrete walkway is not owned by any of those businesses either.

    IF the DA is going to move forward with the grand jury, what is the hold up? If he doesn’t want to move forward, then why has he not recused himself yet? I mean there has plenty of time to decide on one or the other. I think it is now a protection ploy. Seems that the DA is now protecting the mayor from further proceedings. No one can step in an intervene until the DA steps aside. So, if he never does, then there are going to be a lot of people around Jonesboro turning blue from holding their breath.     Absolutely nothing can be done to move it forward. Without the DA recusing himself there is no possible way for anybody or any outside prosecution to step in and move it forward. The DA has to either move forward or recuse him self. If he never does either, then nothing will ever be done. The DA answers to NO ONE! The Attorney General can not even intervene without the DA first stepping aside and recusing him self.
    So, we all might as well accept the fact that it has been how long now since the waiting game started? I think we all see the road we are headed with this one. The only thing we can hope and pray for is that there is more than the 17% voter turn out at the next election. People you have to WAKE UP and realize that the election will be the only thing that ever changes ANYTHING! Everyone has to stand up and do what ever it takes to make sure that you along with everyone you know that is registered to vote does vote. If it means using your precious gas to give rides to the polls. That is a very small price to pay to have these things cleared up!

      You are incorrect, there is a statue in the law that gives the Attorney General an avenue to take over. It is the law, it has been used before and you need to review it.       We like Leslie Thompson as a God created person. We are just exhausted by Leslie’s actions as well as lack of actions when it comes to spending the tax payers money.

      There as been more money spent that ever before in the history of Jonesboro along with the worse record keeping/documentation.

      He was elected cause folks like him and thought he might could do the job…..a mistake for sure.

      He was paid by the DA Stewart and Rep Fannin for “consulting” work during their elections. We do not know if he reported these earnings to the IRS.

      The three new aldermen, he hand picked and got elected. He know controls everything that goes on regarding Jonesboro.

      He doubled his salary last year and paid about $100,00 to an accountant from Ruston to “fix” the books at Town of Jonesboro while they both forgot to pay the IRS the employee withholdings.

    BATON ROUGE – Former Mayor of New Roads, Tommy Nelson arrived in federal court this morning, expecting to learn his fate.

    Nelson will be sentenced for his role in promoting a fake garbage can cleaning company.

    He was found guilty last summer of bribery in the federal sting called “Operation Blighted Officials.”

    Nelson promoted “Cifer 5000,” in exchange for thousands of dollars.

    He could face up to 20-years in prison.

      Former New Roads Mayor T.A. “Tommy” Nelson Jr. was sentenced to 11 years in prison Tuesday in Baton Rouge for his June jury conviction on federal charges of racketeering, wire fraud, lying to investigators and using telephones in aid of racketeering.

      Prior to the decision by Chief U.S. District Judge Brian A. Jackson, Nelson told the jurist, regardless of his sentence, “I do have faith in God.”

      Nelson added: “I’m saved. I’m saved.”

      Jackson then said he was sentencing Nelson substantially beneath federal guidelines of 19 to 24 years in prison for his crimes. He said the fact that Nelson and his wife have three young children was a factor in his decision.

      The 11-year term for Nelson, 42, was one year more than Jackson imposed on former White Castle Mayor Maurice Brown in a related case last year.

      Both officials were snared in a years-long FBI sting operation known as Operation Blighted Officials. In that investigation, undercover agents and an undercover FBI operative posed as corrupt executives of a garbage-can-cleaning business dubbed Cifer 5000.

      In addition to Nelson and Brown, three officials in Port Allen have been convicted on racketeering charges for acceptance of bribes in return for assisting Cifer 5000 in its efforts to gain municipal contracts and promote its business to both investors and the U.S. Environmental Protection Agency.

      Former St. Gabriel Mayor George Grace faces trial on related charges next week.

      Courts “cannot turn a blind eye to the corruption and dishonesty” displayed in Nelson’s recorded conversations with men he believed to be corrupt business leaders, Jackson told the former mayor Tuesday.

      “This kind of conduct is intolerable,” Jackson told Nelson. The judge added that the recorded conversations showed that Nelson defiantly told an undercover operative at one point he would not end New Roads’ reliance on contract work from a bribe-paying company even if another firm offered to do the same work for less money.

      Jackson said Nelson’s statements and actions were “despicable.”

      The judge said Nelson’s actions already have cost him his employment and his home and now will hurt his three children.

      “What you did has deprived them of their father for many years,” Jackson told Nelson.

      One of Nelson’s lawyers, Page A. Pate of Atlanta, repeatedly argued for a lower sentence. Pate contended that Nelson’s alleged intended gain of $6.38 million from the scheme could not be accurately estimated from information in the court record.

      Although Jackson took eight years off the minimum prison term under federal guidelines, Pate said after the hearing: “It (11 years) is still the wrong sentence. I think we have a strong case for appeal. All these numbers are made up.

      “Tommy Nelson didn’t know anything about $6 million, didn’t touch $6 million,” Pate said. He added that Nelson also will appeal his conviction, which occurred at the last trial presided over by former Chief U.S. District Judge Ralph E. Tyson before his death in July.

      Nelson had supporters in the courtroom.

      “He is here because he is being accused of using bribery. I prefer the word ‘accused’ to ‘convicted,’” she said. “He has been instrumental in so many good things for the children of our community.”

      But Assistant U.S. Attorney Corey R. Amundson told the judge that Nelson should receive a substantial prison sentence.

      “He would have been walking away with millions,” if the Cifer businessmen had not been undercover agents, Amundson added. The prosecutor also said Nelson bragged in recorded conversations that he had been receiving substantial sums of money and other gifts from actual businesses for years.

      “This is a serious, serious case,” Amundson told the judge.

      In addition to the 11-year prison term, Jackson ordered Nelson to serve a post-prison term of two years under the supervision of federal investigators. And the judge ordered Nelson to repay more than $20,000 in cash and other bribes he received during the FBI sting. He said Nelson must report to prison by 2 p.m on Feb. 20.

We were treated so warmly by the White population of Jonesboro, the Jonesboro Police Dept, and Jackson Parish Sheriff’s Dept. Especially Officer Gerald Palmer who was on duty the day of the rally. He was kind enough to suggest to our world leader that the Sheriff escort us out of town to keep us and our vehicles safe from assault from the negros in Jonesboro.     he has full documentation on where the money was spent and what it was spent on..but he refused to give KNOE copies of the documents. He wanted to speak with his lawyer first…speak to his attorney first about giving copies of PUBLIC DOCUMENTS? HUH?

    the matter is a laughable matter… almost a joke but so serious he is not laughing right now WHAT DOES THIS MEAN? WHY EVEN SAY THIS?

    The “conspirators” against him are his political enemies trying to capitalize on the appearance of impropriety – including judges but he didn’t name them I THINK HE BELIEVES THE STUFF HE IS SAYING…CRAZY

    he is now using town money to challenge the legality of the search warrant for the raid – costing, he estimated, about $150 per hour in attorney fees. NO SURPRISE HERE…HE SPENDS THE MONEY.

    He claimed the sheriff and the district attorney are targeting him and may themselves be acting inappropriately. WELL, SUE THEM LESLIE…HAVE THEM ARRESTED!

    WONDER WHY HE DID NOT MENTION MR. PERRY’S ISSUES?

      I think his press conference didn’t give the “appearance” he thought it was going to convey. I think the fact that he stated yet again, on tape, he denied access to public documents that he has put his foot in the trap again, not to mention all the other videos of his rants and ravings. Let Mr. Dill keep on taping and let him keep on talking because he is slowly but surely winding down the Dog and Pony Show that has been on the Front Stage for the last 5 years!     Louisiana is gonna have a $895 MILLION budget SHORTAGE and guess who is surprised?

    None other than our own State Rep. Jim Fannin, of Jonesboro who is the chairman of the House Appropriations Committee.

    He said the $895 million projection surprised him despite several years of lagging revenue.

    “I wasn’t expecting it to be quite that large,” Fannin said

      I wonder how Mr. Jindal feels about his wonder boy and prize Mr James Roy Fannie?

    So, trying to understand the situation.

    Mayor Leslie Thompson has twice in the last week proclaimed to have copies of every check written along with documentation to show where every “missing” dollars went.

    Said information that can prove the “conspirators” against him and his political enemies are totally wrong.

    Leslie told the TV reporter he does not want to release these PUBLIC documents until he spoke with his attorney.

    Listening to his speech at the NAACP Rally, he offered the documents that were in his trunk and car (the town’s owned automobile).

    Did not one person at the rally ask for a copy OR did Leslie tell them he had to speak to his attorney first OR did Leslie lie and there are no documents to be shared?

    He repeatedly tell folks to come to the town hall and see these papers…Wonder if you head to town hall and ask to see them if he will produce them?

    Please call his hand on this lie…..

    Please do yourself a favor and realize there is not one person going to call him on anything, ever. He is the king and he rules his kingdom. All you naysayers best just take a pill and enjoy the ride, cause the king is on the front seat driving A-1 and that is how he rolls.
