Jonesboro to Borrow $1.8 Million on Gate City Sewer Project, Despite Unpaid Federal Taxes

The Town of Jonesboro’s Board of Aldermen last night committed to borrow $1.8 million – that is supposed to be repaid by a Louisiana Department of Environmental Quality (DEQ) grant – for a project to provide sewerage service for Gate City, an unincorporated neighborhood of about two dozen homes between Jonesboro and Hodge. The project would also rehabilitate Jonesboro’s north-side sewer treatment plant and lagoon.

The action came in an unanimous 4-0 vote by the town’s board of aldermen (District B’s Renee Stringer was absent) despite yesterday’s news that the Internal Revenue Service (IRS) had filed a lien against the town for unpaid taxes.

No mention of the IRS lien was made at last night’s meeting.

The proposal was only presented to the board as the meeting began.

Normally, a packet of agenda items is distributed to each aldermen prior to the meeting so they can be familiar with issues to be voted upon. The town’s controversial mayor Leslie Thompson told the board that action on the proposal had to be taken immediately in order to meet deadlines, and that it was finalized only earlier in the day.

According to town attorney Douglas Stokes, the bonds would be bought by the State of Louisiana, and would be redeemed as the grant money was dispensed and the project progressed.

“Every dollar they give you, they going to forgive a dollar of your bond issue,” said Stokes.

Stoke cautioned about two areas of concern, cost overruns that the town would be responsible for, and unauthorized expenditures.

“If there’s not enough dollars to complete the project, then of course you have to pay the additional money to complete the project,” Stokes said.

He added, “If you spend money that is not covered by the grant, then they won’t reimburse you for that.”

District A’s Sam Lamkin spoke up about “person or persons” who he said were trying to stop the sewer project. Lamkin said the funding was necessary to correct the town’s northside sewer lagoon issues, and that this project provided that opportunity.

“If you know this ‘person or persons’ that is trying to get this stopped, please tell them that this for the betterment of Jonesboro and Gate City,” Lamkin said.

Mayor Thompson added that the minister of the Pentecostal Church in Gate City had been talking with him for years trying to correct the sewer issue.

Alderman Attempt JPD Takeover

An issue that began at the 12/14/2011 meeting of the town’s aldermen – the status of Jonesboro Police Department (JPD) Officer Hezekiah Perry – has escalated into a full-blown confrontation between Chief Wesley Horton and the board.

The issue began when District D’s Devin Flowers attempted to interfere with Horton’s authority to operate the department and wanted Perry assigned to another shift. Horton said he assigned officers as needs dictate and town attorney Stokes backed him up.

“The Chief of Police – he has the authority,” said Stokes.

Last night Horton recommended that Perry – who is now on unpaid suspension – be dismissed from the force for insubordination. It turned out that Perry was not certified by the Peace Officer Standards and Training Council (POST), which is required for employment as a commissioned police officer. When Horton tried to schedule Perry for training, Perry refused to submit his application and associated paperwork as directed. Horton also noted that Perry’s weapons qualification had also expired.

After a discussion on whether the issue should be in executive session (a motion to do so by Flowers died for lack of a second), the aldermen proceeded to question Horton on what alternative training sessions were available to Perry.

Horton emphasized his recommendation for termination no longer concerned training schedules for Perry, but his refusal to complete his application paperwork as directed.

The aldermen argued that the written order only gave him one day to complete his application, to which Horton replied that he had verbally told Perry a week earlier what was required.

Horton refused to be intimidated by the council, saying “If y’all want to order me to commit malfeasance, well, y’all get after it, because I’m going to refuse to do it, and that’s where we’re going to stand.”

The board deferred the issue until a special called meeting to be held Friday, 1/13, at 4:00 PM. More research was needed on the issue, the aldermen decided.

In other business, the board tabled adoption of a budget ordinance and a parade permit ordinance. The board also adopted two two written policies, gas/diesel usage and utilities billing procedures.

    Sounds good to hear Charla say she was looking up some stuff…go Charla! She is trying to do the right thing I do believe.

    Flowers sure sounds like he knows a lot about Perry’s job situation….wonder what his personal interest is? Wonder if Perry thought he worked for Flowers instead of Horton.

    Leslie has a better year planned for 2012! Better for who???

      I do find it almost comical to know that they did not have enough mental aptitude to realize that they were discussing personnel issues in the “public” meeting.

      How long will it take for that law suit to be filed? Why didn’t your Mayor stop them, why didn’t the Attorney stop them? Why didn’t they know the difference? Does any of them have a clue? We missed a few meetings due to the Holidays, but we are having a Party this weekend, my father in law gave me a new wide screen for the Patio for Christmas so we need more tapes to view, what happened to all the wonderful videos? We can play the audio from the link above, but we need to see those smiling faces as they discuss this meeting……..I salute you people, you never let us down for entertainment……and the burping man and the one that complains about not taking it……….that is so like Monore…. ….I am going to suggest we switch your people with ours for a month and see if Robert’s Rules of Order and the ability to conduct one’s self with a hint of social grace just might rub off on your people.. and ours could come to appreciate what they have here…until then on behalf of the Garden District-Happy New Year and keep them coming……

    Insubordination – the reason for Perry to be fired. Devin might not understand the meaning of the word.

    Was it insubordination that lead to Nick to carry the mail out of the town hall to the mail drop box in the parking lot of the town hall?
    The employees of the mayor all claiming it was not their job to take out the mail and so the mayor contracts nice Nick to drive 22 miles from Ruston to Jonesboro….walk in the town hall….look at the out going mail….walk outside to the parking lot drop box and then drive back to Ruston…..Nice Nick being paid by Leslie via Lovely Tonya Wade. Who was insubordinate for this to happen?

    Perry knew from the beginning of the certification needed for the position. Why wait to the last minute to try and obtain it? Just cause you have six months is no excuse to wait to the last minute ….if you are serious about your job.

    Perry did not like the shift assignments and though Devin was the man to help him out…..Which shift you want as the new hire? The best day shift that comes with seniority?

    Did Devin have the hookup for Perry’s job? Perry might have been confused and thought he worked for Leslie and Devin instead of Wesley.

    Oh well….let’s watch and see if Wesley stands his ground on this one.

    Hey, maybe Devin and Leslie can have a job created for Perry….Personal security for the Mayor or better yet, the dog catcher for the TOJ.

    Come on Sam Lamkin….no body is against the improved sewer…folks (person or persons) do not want the money to be misplace or spend by Mayor Leslie for his benefit.

    Money is missing and unaccounted for…..so, it is not about improving the sewer I would guess.

    It is about mayor blowing thru the funds allocated for the sewer and then …oops….we need to cash that last CD in to pay the sewer bill!

    Jonesboro is not broke. I heard it straight from Leslie. That is a rumor and only a rumor.

    Jonesboro is doing quite well, thank you very much…Leslie said so!

    Jonesboro is doing just fine even though there have been some expenses for attorneys and CPA….oops….he forgot about the IRS Lien!

    Grants for the airport got in the wrong accounts and need to be in the capital outlay account ….throws the budget off…..that at all that gets thrown of, I bet.

    You will truly, truly understand….cause Leslie gonna break it down for you…his door is open all the time!

    It is so great that Doug Stokes can run these meetings….what would Leslie and his soldiers do without Doug telling them what to say or do.

    It is difficult to hear Leslie read out loud the fuel policy procedures….he needs to practice before hand so Doug does not have to help as much. Some of those bigger words slow him down.

    Did it sound like the employees collecting money currently are not bonded? Employees are collecting money outside the office?

    Looks like Wesley has learned to put it in writing from Devin…ain’t what you say, it is what you can prove. Go Devin….teach them how to do it right!

    Sure hope Perry can get to the doctor and his mom’s for the information he needs….go Devin…find him a school ….use your phone!

    I propose that any over runs for this project be deducted from the nice salary of Leslie Thompson….if he had to pay, bet he would do better managing the town’s $$$

    Listened to audio. Very disrespectful and unprofessional. This is so sad for our town. I can imagine the former school teachers and Sunday school teachers of these council members being embarrassed by their lack of respect and tact. It is appalling to hear the belching, hiccupping and giggling. What is really disturbing is the young man that speaks with so much hatred in his voice. He couldn’t hide the darkness in his heart if he tried. God be with our town and it’s citizens and deliver us from this evil.

      The one that speaks with such dark hatred is a Preacher, or so he calls himself. I do have to wonder from what Bible he preaches or has been taught. I do have to wonder what his Preacher taught him, is he another Jeremiah Wright? It does appear that there quite a few of them around here as the one has the prayer going round, the other one runs around with a camera and hand towel ever present for the King, and this one that has so much unmitigated HATRED. He calls a man outside and tells him he is not welcome at a Public meeting, he then tries to run the Police Department. Perhaps the King should explain the ground rules as he is oblivious to his authority, and the responsibility that accompanies it.

        I think the Mayor believes he does run the Police Department….didn’t you hear him say “when we hired Mr. Perry”….If you work for the Town of Jonesboro, you work for the Mayor.

            If he is a true christian preacher, he will not use filthy language, so, I guess that makes him truly not a preacher. Shame on him.

            One would never hear a white minister using foul, filthy language. So, the so-called foul mouth minister needs to clean up his act as well as his mouth.

      The big church in Gate City is a much a player in this as anyone.

      And I agree, the sewer needs to be fixed….it just is unbelievable that the folks in charge of the big money allow folks in Jonesboro, who mismanage the money they have, gets to mismanage more money!

        I truly do not believe Pastor Stroud has begged any one for anything,, most especially the King. He is a man of God, he has a good church and they need help, but aligning them with Jonesboro is the James Roy Fannie and Rodney Alexander connection. The Jackson Parish Police Jury is the culprit in this as they did not want to sully their hands with such. Look up the responsibilities of the Police Jury and you will see this belongs to them, but they found a way to circumvent their responsibilities and dropped the ball on Jonesboro, with Fannie’s direction. Don’t blame the church, blame the ones responsible. Then when this backfires, as it will, the church can spin the wheel back to Fannie, Alexander and Baton Rouge for what they are about to experience. God help them.

    I thought the Police Jury said they didn’t want the responsibility of it and weren’t willing to be liable. Interesting that TOJ would be considering they can’t pay their own bills.

    It is interesting they can get a $1.8m loan for Gate City when our own infrastructure is crumbling around us.

    God Bless Mayor Thompson, we all were raised and brought learning that ” if you want something, get it! Don’t let anything stand in your way!” Well, can’t blame him for getting what he wanted! he wanted to be mayor, he got it. He wanted an endless supply of cash in his pocket, so he is getting that too! Far be it from those pesky things called laws to stand in his way! Finally, a man that wasn’t scared to stand up and say, “Hey, I want all of it! ” and by golly he is taking it! Way to go Mayor! Way to go! Get that money before it is all used up on sensless stuff like roads, departments and useless stuff like that!
